Staff Recommendation:
Staff
recommends reclassifying the full-time, Airport Manager Position to a
part-time, Airport Operations Manager Position.
Analysis:
As
discussed previously by City Manager Jay Evans at the September 10, 2012 City
Commission meeting, Staff believes that by re-assigning certain job duties
(those dealing mainly with Administrative and Code Enforcement functions) to
other positions, the Airport Manager Position left vacant by the retirement of
Charlie Weller could be reclassified to an Airport Operations Manager Position,
and filled on a part-time basis. As
envisioned, this new position would be primarily responsible for handling the
technical and operational aspects of managing the Airport, which typically tend
to absorb about 30% of the current position’s time, along with some clerical
and non-routine tasks. The new Airport
Operations Manager Position would be funded initially at approximately 25 hours
per week, with some additional hours budgeted for unforeseen emergencies or special
events.
Options:
1. Approve the reclassification of the current
Airport Manager Position to a newly-created Airport Operations Manager
Position.
2. Such alternative action as the Commission may
deem appropriate
Fiscal Impact:
Reclassifying
the current full-time Airport Manager Position to a part-time Airport
Operations Manager Position is expected to produce an estimated $30,000 annual
savings in budgeted Personal expenditures.

RESOLUTION OF THE CITY COMMISION OF THE CITY OF
LEESBURG, FLORIDA, AUTHORIZING RECLASSIFICATION OF THE AIRPORT MANAGER'S
POSITION; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF LEESBURG, FLORIDA:
THAT the City Commission of Leesburg,
Florida, hereby approves the attached Job Description for the position of
Airport Operations Manager.
THAT
this resolution shall become effective immediately.
