Subject: Resolution authorizing execution of an agreement with Paqco, Inc. for construction of the Lake Pointe road connector project.

Staff Recommendation:

Staff recommends approval of the resolution authorizing execution of an agreement with Paqco, Inc. for $29,000.00.

Analysis:

This project will provide for a connector road between Sunnyside Drive and Lake Pointe Circle. The small section of road will be approximately 5,091 square feet. It will resolve the deficiency of not having a secondary point of egress to the Lake Pointe subdivision that has existed for about eight years. The contractor is responsible for furnishing all labor, materials, tools, equipment, incidentals, and performing all services for construction of the road and restoration of the site.

Procurement Information:

On September 20, 2012, the Purchasing Division issued Invitation to Bid number 120441. Notification of this opportunity was made by legal advertisement in the Daily Commercial, as well as, posting on-line at publicpurchase.com.

On October 4, 2012, sealed bids were received from three prospective contractors. Bids were evaluated by purchasing and public works staff which determined Paqco, Inc. submitted the most favorable reasonable and responsible bid. A survey of performance revealed the contractor has successfully performed similar contracts for the City. A review of the Department of Professional Regulation website revealed the contractor is appropriately licensed and has not had any complaints filed with the State.

Fiscal Impact:

The project is budgeted and funded with discretionary sales tax funds (LOOP).

RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH PAQCO, INC. FOR THE LAKE POINTE ROAD CONNECTOR CONSTRUCTION PROJECT FOR $29,000.00; AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

THAT the Mayor and City Clerk are hereby authorized to execute an agreement with PAQCO, INC. whose address is 101 Weber Avenue, Leesburg, Florida 34748, for the Lake Pointe Road Connecter Construction Services pursuant to Invitation to Bid 120441.

THAT this resolution shall become effective immediately.
