Staff Recommendation:

Staff recommends the execution of the agreements for fiscal year 2012-13 civic grant funding with Boys and Girls Club of Lake & Sumter Counties, Inc., Christian Care Center, Dabney Minatee Heritage Group, Inc., Early Learning Coalition of Lake County, Haven of Lake & Sumter Counties, Inc., Hospice Foundation of Lake & Sumter, Inc. d/b/a/Cornerstone Hospice, Inc., Lake Community Action Agency, Leesburg Area Chamber of Commerce, Leesburg Center for the Arts, Leesburg High School Band Parents, Inc., Leesburg High School Project Graduation, Leesburg Partnership, Inc., LifeStream Behavioral Center Inc., Men of Distinction/Leesburg, Inc. and Miss Leesburg Scholarship Program

 

Analysis:

During the budget process, the Commission determined that civic funding for the FY 12 /13 budget would be offered only to those organizations that received funding in FY 11/12. The funding amount was kept at the same level as in FY 11/12. A letter was sent to each organization in May 2012 advising them of the funding amount offered with a request to either accept or decline the proposal. Following is a list of the organizations that accepted funding and the funding amounts.

 

Boys & Girls Club of Lake and Sumter Counties, Inc. - The budget approved on September 24, 2012, recommended $11,700.00 for fiscal year 2012-13. The attached agreement formalizes this commitment.

 

Christian Care Center - The budget approved September 24, 2012, recommended $1,696.00 for fiscal year 2012-13. The attached agreement formalizes this commitment.

 

Dabney Minatee Heritage Group, Inc. - The budget approved September 24, 2012, recommended $3,718.00 for fiscal year 2012-13.  The attached agreement formalizes this commitment.

 

Early Learning Coalition of Lake County - The budget approved September 24, 2012 recommended $6,383.00 for fiscal year 2012-13.  The attached agreement formalizes this commitment.

 

Haven of Lake & Sumter Counties, Inc. - The budget approved on September 24, 2012, recommended $4,358.00 for fiscal year 2012-13. The attached agreement formalizes this commitment.

 

Hospice of Lake & Sumter, Inc. d/b/a/Cornerstone Hospice, Inc. - The budget approved on September 24, 2012, recommended $684.00 for fiscal year 2012-13.  The attached agreement formalizes this commitment.

 

Lake Community Action Agency - The budget approved on September 24, 2012, recommended $2,074.00 for fiscal year 2012-13. The attached agreement formalizes this commitment.

 

Leesburg Area Chamber of Commerce - The budget approved on September 24, 2012, recommended $5,314.00 for fiscal year 2012-13.  The attached agreement formalizes this commitment.

 

Leesburg Center for the Arts - The budget approved September 24, 2012, recommended $11,700.00 for fiscal year 2012-13.  The attached agreement formalizes this commitment.

 

Leesburg High School Band Parents, Inc. - The budget approved September 24, 2012, recommended $1,749.00 for fiscal year 2012-13.  The attached agreement formalizes this commitment.

 

Leesburg High School Project Graduation - The budget approved September 24, 2012, recommended $1,004.00 for fiscal year 2012-13.  The attached agreement formalizes this commitment.

 

Leesburg Partnership, Inc. - The budget approved September 24, 2012, recommended $15,430.00 for fiscal year 2012-13.  The attached agreement formalizes this commitment.

 

Life Stream Behavioral Center Inc. - The budget approved on September 24, 2012, recommended $3,297.00 for fiscal year 2012-13. The attached agreement formalizes this commitment.

 

Men of Distinction/Leesburg, Inc. - The budget approved on September 24, 2012, recommended $5,314.00 for fiscal year 2012-13. The attached agreement formalizes this commitment.

 

Miss Leesburg Scholarship Program - The budget approved September 24, 2012, recommended $421.00 for fiscal year 2012-13. The attached agreement formalizes this commitment.

 

Options:

1.   Approve the execution of the agreements between the City of Leesburg and Boys and Girls Club of Lake & Sumter Counties, Inc., Christian Care Center, Dabney Minatee Heritage Group, Inc., Early Learning Coalition of Lake County, Haven of Lake & Sumter Counties, Inc., Hospice Foundation of Lake & Sumter, Inc. d/b/a Cornerstone Hospice, Lake Community Action Agency, Leesburg Area Chamber of Commerce, Leesburg Center for the Arts, Leesburg High School Band Parents, Inc., Leesburg High School Project Graduation, Leesburg Partnership, Inc., LifeStream Behavioral Center Inc., Men of Distinction/Leesburg, Inc. and Miss Leesburg Scholarship Program for fiscal year 2012-13 civic grant funding.

 

2.  Such alternative action as the Commission may deem appropriate

 

Fiscal Impact: 

A total of $166,442.00  was included in the current budget for civil funding. The organizations above total $74,842.00.  The remainder, $91,600, provides funding to Leesburg Cemeteries.  That agreement was approved by the City Commission on October 8, 2012.

RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE CIVIC ORGANIZATION FUNDING AGREEMENTS WITH BOYS AND GIRLS CLUB OF LAKE & SUMTER COUNTIES, INC., CHRISTIAN CARE CENTER, DABNEY MINATEE HERITAGE GROUP, INC., EARLY LEARNING COALITION OF LAKE COUNTY, HAVEN OF LAKE & SUMTER COUNTIES, HOSPICE FOUNDATION OF LAKE & SUMTER, INC. D/B/A CORNERSTONE HOSPICE, INC., LAKE COMMUNITY ACTION AGENCY, LEESBURG AREA CHAMBER OF COMMERCE, LEESBURG CENTER FOR THE ARTS, LEESBURG HIGH SCHOOL BAND PARENTS, INC., LEESBURG HIGH SCHOOL PROJECT GRADUATION, LEESBURG PARTNERSHIP, INC., LIFESTREAM BEHAVIORAL CENTER, INC., MEN OF DISTINCTION/LEESBURG, INC. AND MISS LEESBURG SCHOLARSHIP PROGRAM.; AND PROVIDING AN EFFECTIVE DATE.

 

WHEREAS, it is permissible for cities to make contributions to non-pro fit corporations where die contributions further a public purpose; and

 

WHEREAS, Boys and Girls Clubs of Lake & Sumer Counties, Inc., Christian Care Center, Dabney Minatee Heritage Group, Inc., Early Learning Coalition of Lake County, Haven of Lake & Sumter Counties, Inc., Hospice Foundation of Lake & Sumter, Inc. d/b/a Cornerstone Hospice, Inc., Lake Community Action Agency, Leesburg Area Chamber of Commerce, Leesburg Center for the Arts, Leesburg High School Band Parents, Inc., Leesburg High School Project Graduation, Leesburg Partnership, Inc., Lifestream Behavioral Center Inc., Men of Distinction/Leesburg, Inc. and Miss Leesburg Scholarship Program are seeking contributions from the City of Leesburg to help provide a public service to City residents; and

 

WHEREAS, in the past there have been formal executed agreements between the City of Leesburg and agencies receiving such contributions; and

 

WHEREAS, the City of Leesburg desires to continue having such agreements with the various agencies which receive annual contributions;

 

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

 

That the Mayor and City Clerk of the City of Lees burg are hereby authorized and directed to execute the Civic Organization Funding Agreement between the City of Leesburg and each entity listed above for the amount listed in each contract.

 

That this resolution shall take effect immediately.

 

PASSED AND ADOPTED by the City Commission of the City of Leesburg, Florida, at a regular meeting held the _____ day of _________ 2012.
