Subject: Purchase request by the Police Department for the purchase of twenty-eight (28) new non-lethal X2 Taser guns from DGG Taser and Tactical Supply.
Staff Recommendation:
Staff recommends approval of the purchase request by the Police Department to DGG Taser and Tactical Supply for the purchase of twenty-eight (28) TASER brand Electronic Control Devices (ECD’s) totaling $36,029.32 including accessories and trade-in credit.
Analysis:
This purchase is being made to replace existing aging Taser M26 ECD currently used by the Police Department. The current M26 used by the Police was first manufactured in 1999. The manufacturer, Taser International, no longer sells or services this model.
Taser International is the only company currently manufacturing a field proven reliable, non-firearm ECD. Taser offers three primary models for law enforcement use consisting of the X26, X2 and X3. The X25 is a compact single shot device that has been on the market since 2003. The X2 model was released in 2010 and is a two shot ECD with extended battery life and many additional features. The X2 is more compact and less expensive than the X3. The Leesburg Police Department has selected the Taser X2 to replace the M26 currently used. The department has purchased many other X2s prior to this purchase.
The City Commission previously approved Resolutions 9016 and 9028 authorizing the Police Department to apply for, and accept if awarded, two grants for the purchase of new Taser Brand ECD’s. The total awarded to the City under both Byrne Grants is $29,883.00.
The City will receive a trade-in credit of $160.00 each for the M26 model for a total credit of $4,480.00.
This is a sole source purchase as DGG Taser and Tactical Supply is the sole distributor of Taser brand products in the State of Florida. The Purchasing Division has the sole source letter on file.
Options:
1. Approve the purchase to DGG Taser and Tactical Supply for $36,029.32; or
2. Such alternative action as the Commission may deem appropriate
Fiscal Impact:
The total purchase price of $36,029.32 will be funded from two sources. The first source is the Byrne Grant funds from two separate grants totaling $29,883.00. The balance of $6,146.32 will be funded from the Police Department operating account listed.
