Staff Recommendation:
Staff
recommends approval of the resolution authorizing execution of a fixed unit price
Agreement with USSI, LLC for sanitary sewer line Smoke Testing Services on a
per unit price basis. Staff also
recommends approval of the budgeted expenditure for such services not to exceed
$70,000.00 in fiscal year 2013.
Analysis:
Smoke testing is a process that is
periodically performed as a part of an ongoing sanitary sewer inspection
program. It is undertaken in order to
identify areas where storm water enters the sanitary sewer system. The excess storm water has many negative
effects on the sanitary sewer system.
Additionally, the excess water needlessly adds to the amount of water
treated by the wastewater treatment process.
The extra treatment results in higher costs for chemicals and equipment.
The test will see an EPA endorsed
non-toxic smoke being forced into the sanitary sewer system in controlled
sections. The smoke manufactured
specifically for testing is EPA endorsed, and is a non-toxic, non-staining
substance that is generally considered to be harmless to humans, pets, food,
and material items.
Many
municipalities believe that smoke testing is the most cost effective and
efficient way to identify locations where storm or other water enters the sewer
system. It is beneficial as such
situations can threaten the ability to treat waste water and a lot of money can
be wasted by wastewater treatment facilities.
Other positive aspects of smoke testing are that it helps people in
locating plumbing leaks in buildings, and defects or improper connections in
the sewer system. Because sewer gases
can cause a number of health problems deficient areas should be fixed as soon
as they are discovered.
Procurement
Information:
On October 1, 2012, the Purchasing
Division issued Invitation to Bid number 130011. Notification of this
opportunity was made by legal advertisement in the Orlando Sentinel, as well
as, posting on-line at publicpurchase.com.
On November 6, 2012, sealed bids were
received from two prospective contractors. Bids were evaluated by purchasing
and public works staff which determined USSI, LLC submitted the most favorable
reasonable and responsible bid. A survey of performance revealed the contractor
has successfully performed similar contracts for several central Florida municipalities.
A review of the Department of Professional Regulation website revealed the
contractor is appropriately licensed and has not had any complaints filed with
the State.

RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A FIXED
UNIT PRICE AGREEMENT WITH USSI, LLC FOR SANITARY SEWER LINE SMOKE TESTING
SERVICES; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby
authorized to execute a fixed unit price agreement with USSI, LLC whose address is 752 COMMERCE DRIVE, SUITE 15,
VENICE, FLORIDA, 34292 for sanitary sewer line smoke testing services pursuant
to ITB 130011.
THAT
this resolution shall become effective immediately.
