Subject: Resolution
authorizing execution of an agreement among Lake County Government, Lake Sumter
State College (LSSC), and the City of Leesburg for management and operational
services for the Leesburg Business Incubator
Staff Recommendation:
Staff
recommends approval of the agreement to provide a Business Incubation facility,
administrative and technical support to aid in development of companies located
in Lake County.
Analysis:
The
subject agreement is a new agreement for incubation services to be facilitated
by LSSC at the Leesburg Business Incubator.
The Leesburg Incubation program was originally managed by the University
of Central Florida Business Incubation Program; however, an agreement could not
be reached with Lake County Government to continue management services, and
LSSC stepped in to replace services provided by the UCF Business Incubation
Program.
Therefore,
a new agreement among LSSC, Lake County Government and Leesburg was developed
to provide incubation services such as recruitment and screenings of
prospective incubator applications, marketing the Leesburg Incubation program,
serving as on-site administrator of the business incubation program, evaluating
and monitoring the progression of business incubator clients, and providing status
reports of the program services.
In
summary, LSSC in partnership with Lake County Government will provide
management services for the Leesburg Business Incubation Program.
Options:
1. Approve the agreement as written; or
2. Such alternative action as the Commission may
deem appropriate
Fiscal Impact:
There
is no cost of services to the City of Leesburg for LSSC management
services. Lake County Government has
agreed to pay for all management services.

RESOLUTION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING EXECUTION OF AN AGREEMENT AMONG
LAKE COUNTY GOVERNMENT, LAKE SUMTER STATE COLLEGE, AND THE CITY OF LEESBURG FOR
THE PURPOSE OF MANAGING AND OPERATING THE LEESBURG BUSINESS INCUBATION PROGRAM;
AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby
authorized to execute an agreement with Lake
County Government, and Lake Sumter State College whose addresses are as follows: 315 West Main Street, Tavares,
Florida 32778 (Lake County), 9501 U.S. Highway 441, Leesburg, Florida 34788 (LSSC)
for incubation management services at the Leesburg Business Incubator.
THAT
this resolution shall become effective immediately.
