Subject:                      Resolution authorizing execution of a construction services agreement with Daly-Zilch (Florida), Inc. to supply and install a pavilion at Berry Park.

 

 


Staff Recommendation:

Staff recommends execution of the construction services agreement with Daly-Zilch (Florida), Inc. for the supply and installation of a Pavilion with Cupola at Berry Park for a total amount of $88,580.00. 

 

Analysis:

This project was initiated pursuant to the Community Development Block Grant (CDBG) agreement with Lake County.  The purpose of this agreement is the construction of a pavilion as a multi-purpose area for activities such as; community picnics, events, family gatherings, and a central meeting point for neighborhood cleanup events.

 

The pavilion selected is an 8-sided (octagon) pavilion constructed with steel columns and a metal roof.  The pavilion will have a 40-foot span from column to column.  A concrete slab will be installed and electrical service (outlets) and lighting will be installed.

 

Procurement Information

On September 30, 2012, Invitation to Bid (ITB) 130031 containing CDBG Disadvantaged Business Enterprise (DBE) participation goals was advertised in the Orlando Sentinel and posted on-line through Public Purchase.  The DBE participation goals required bidders to strive for 6.9% female and 14.9% minority participation in performing the work or submit evidence of “good faith efforts” made in attempting to achieve the DBE participation goals.

 

On October 1, 2012, the Purchasing Division issued Invitation to Bid (ITB) 130031 soliciting qualified and interested firms to submit bid responses for this project.  On November 1, 2012, a total of four responses were received and are summarized here for your review.

Taylor Supply, LLC was the low bidder however they did not meet the grant requirements for Disadvantaged Business Enterprise (DBE) participation goals.  The vendor provided no DBE participation and provided no proof of their attempt at “good faith efforts” to obtain DBE participation.

 

Daly-Zilch qualifies as a DBE contractor therefore meeting the requirements of the grant for DBE participation.  The funding agency, Lake County, has concurred with staff’s review and findings.

 

Options:

1.  Approve the resolution to execute an agreement between Lake County, West Leesburg Community Development Corporation, Carver Heights/Montclair Area Community Redevelopment Agency, and the City of Leesburg with Daly-Zilch (Florida), Inc.; or

2.  Such alternative action as the Carver Heights/Montclair Area CRA may deem appropriate

RESOLUTION OF THE CARVER HEIGHTS/MONTCLAIR COMMUNITY DEVELOPMENT AGENCY AUTHORIZING THE COMMUNITY REDEVELOPMENT AGENCY CHAIRMAN AND SECRETARY TO EXECUTE THE CONSTRUCTION SERVICES AGREEMENT WITH DALY-ZILCH (FLORIDA) INC.;  FOR THE SUPPLY AND INSTALLATION OF A PAVILION AT BERRY PARK; AND PROVIDING AN EFFECTIVE DATE.

 

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

 

            THAT the Chairman and Secretary are hereby authorized to execute an agreement with DALY-ZILCH (FLORIDA), INC. whose address is P.O. BOX 937, LECANTO, FLORIDA 34460-5502 for the SUPPLY AND INSTALLATION OF A PAVILION AT BERRY PARK pursuant to ITB 130031.

 

             THAT this resolution shall become effective immediately.

 

PASSED AND ADOPTED by the Carver Heights/Montclair Agency Area Community Redevelopment Agency of the City of Leesburg, Florida, at a regular meeting held the __14th_ day of __January__ 2013.
