Subject: Resolution approving a new Crossing Guard position in the Community Services Division of the Leesburg Police Department

Staff Recommendation:

Staff recommends approval of a new Crossing Guard position in the Community Services Division of the Leesburg Police Department to be positioned in front of Oak Park Middle School.

Analysis:

The City of Leesburg currently utilizes one crossing guard in front of Oak Park Middle School to cross middle school aged children across SR44/South Street. The volume of children and traffic has increased which has made it increasingly difficult to cross the children safely. Recently, a child was medically treated and released after being “brushed” in the cross walk by a large truck. A crossing guard is needed on the opposite side of the roadway to work in unison with the existing position to reduce the likelihood of a serious incident from occurring. FDOT recommends the addition of this position.

Cost for the new part-time crossing guard position will be absorbed within the police departments existing operating budget by savings realized by the freezing of two emergency services dispatch positions which were frozen at the beginning of the 2012/13 budget year.

Options:

1. Approve the new Crossing Guard position in Community Services Division; or,

2. Such alternative action as the Commission may deem appropriate

Fiscal Impact:

The Fiscal impact for adding the new position is approximately $7,815 but will be absorbed by the Police department budget.

RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, APPROVING THE ADDITION OF A NEW CROSSING GUARD POSITION IN THE COMMUNITY SERVICES DIVISION OF THE LEESBURG POLICE DEPARTMENT WITH A PAY GRADE OF 999; AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

WHEREAS, the new position is needed for the safety of children crossing a busy intersection, and

WHEREAS, the addition of a new Crossing Guard position is needed to meet the demands being placed on existing Crossing Guard staff at Oak Park Elementary School, and

THAT the City Commission of the City of Leesburg, Florida, hereby approves an additional Crossing Guard position in the Community Services Division of the Leesburg Police Department at a pay grade of 999.

THAT this resolution shall become effective immediately.
