Subject:                      Resolution authorizing execution of Task Order Number 23 with Jones                                            Edmunds & Associates, Inc. for engineering services related to the permit                                        renewal of the Leesburg Turnpike Wastewater Treatment Facility (WWTF).

 

 


Staff Recommendation:

Staff recommends execution of Task Order Number 23 with Jones Edmunds & Associates, Inc. (JEA) for a lump sum fee of $33,150.00.

 

Analysis:

The purpose of this Task Order is to engage JEA to provide professional services to renew the Domestic Waste Water Treatment Facility (WWTF) Permit for the Turnpike WWTF.

 

The operating permit for the Turnpike WWTF was issued on March 30, 2009, and expires on March 29, 2014.  In accordance with FAC 62-620.410(5), the City must submit an application for renewal to the Florida Department of Environmental Protection (FDEP) no later than 180 days before the permit-expiration date resulting in a permit-renewal application submission on or before September 30, 2013.

 

The detailed scope of services is reflected in the attached Task Order.  The renewal process requires a significant number of performance tasks be completed and submitted to FDEP.

 

This Task Order would be executed as a supplement to the existing continuing services agreement (Master Agreement) the City currently has with JEA.

 

Options:

1.  Approve Task Order Number 23 with Jones Edmunds & Associates, Inc.; or

2.  Such alternative action as the Commission may deem appropriate

 

Fiscal Impact

This expense was not budgeted in the 2013 fiscal year.  The department has identified $30,000.00 that will be moved from Capital Equipment (64-10) to Capital Engineering (31-30).  The remaining $3,150 will be moved from Renewal and Replacement (R&R) reserve to Capital Engineering.

RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE TASK ORDER NO. 23 WITH JONES EDMUNDS, INC., FOR PROFESSIONAL SERVICES REQUIRED IN OBTAINING A RENEWAL OF THE DOMESTIC WASTEWATER FACILITY PERMIT FOR THE LEESBURG TURNPIKE WASTEWATER TREATMENT FACILITY FOR A LUMP SUM FEE OF $33,150.00; AND PROVIDING AN EFFECTIVE DATE.

 

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

 

            THAT the Mayor and City Clerk are hereby authorized to execute an agreement with JONES EDMUNDS & ASSOCIATES, INC. whose address is 730 NE WALDO ROAD, GAINESVILLE, FL 32641 for obtaining a Renewal of The Domestic Wastewater Facility Permit For The Leesburg Turnpike Wastewater Treatment Facility.

 

             THAT this resolution shall become effective immediately.

 

PASSED AND ADOPTED by the City Commission of the City of Leesburg, Florida, at a regular meeting held the _25th___ day of _March____ 2013.
