Staff Recommendation:

Staff recommends approval of an agreement with Show System Integrators (SSI) for installation of an electronic mapboard/video wall in the Electric Operations center for $57,999.81.

 

Analysis:

The purpose of this project is to have a video wall installed that will be used as an electronic mapboard in the Electric Utility Operations and Dispatch center.  The electronic mapboard will consist of eight 46-inch NEC brand monitors/displays mounted on the wall creating a video wall.  The monitors will be mounted as close to each other as possible leaving approximately 7 mm between each picture edge.  This will allow a single image to be displayed across all eight monitors.

 

The electronic mapboard will be an integral part of the Schneider Electric (formerly Telvent) Responder Outage Management System (OMS) currently being implemented by the Electric Utility and the Geographic Information System (GIS) division.  The OMS is a map based system to track outages in the Electric Utility Grid.  The OMS uses land based references to report outages and uses these outages to ‘predict’ where the cause of the outage is located.  For example, the OMS can take outage reports from customers or customer meters and transformers in the system and use this information to predict the location of the source of the outage.  It could predict which breaker is open or which fuse might be blown.

 

The mapboard will also be used for tagging and lockout monitoring by the electric dispatchers when line crews are working on the system.  Anything the operators can see on their computer monitors can be displayed on the video wall.  The video wall can also be segregated and used to display multiple images from different video sources.  The primary usage of the video wall will be to serve as an electronic mapboard for monitoring the Leesburg electric grid.

Procurement Analysis:

On April 8, 2013, the Purchasing Division issued Invitation to Bid (ITB) 130341 requesting interested and qualified vendors to submit bid responses.  The solicitation was advertised in the Orlando Sentinel as well as posted on-line at Public Purchase.

 

The solicitation requested vendors to submit bids to furnish and install all equipment necessary for a six monitor video wall arranged three monitors wide by two monitors tall.  The solicitation also requested vendors to submit a cost for an Additive Option to furnish 2 additional monitors should budget allow.

 

On April 19, 2013, purchasing received 11 bids from 9 vendors.  One vendor submitted three bids providing different equipment in each bid.  The bids received are summarized in the following table.  A detailed bid tabulation is attached.

 

Local vendor preference was not a factor in this evaluation.  None of the vendors qualified for either the Tier I or Tier II local vendor.

 

Show System Integrators has been deemed the vendor submitting the lowest cost bid based on the base bid amount and is both responsive and responsible.  SSI has installed similar or same equipment at The Mall at Millennia, Sea World, and Universal Studios Hollywood.

 

Sufficient funds are available for the purchase of the base bid six monitors and two additional monitors under the additive option.

Fiscal Impact: 

The Electric Department budgeted and has available $58,000.00 for this project in the current fiscal year.  This amount is sufficient to fund the base bid and additive option total amount of $57,999.81.

RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH SHOW SYSTEM INTEGRATORS TO FURNISH AND INSTALL AN ELECTRONIC MAPBOARD IN THE ELECTRIC DEPARTMENT OPERATIONS DISPATCH CENTER FOR A TOTAL COST OF $57,999.81; AND PROVIDING AN EFFECTIVE DATE.

 

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

 

            THAT the Mayor and City Clerk are hereby authorized to execute an agreement  with SHOW SYSTEM INTEGRATORS whose address is 7575 Kinspointe Pkwy, Suite 2, Orlando, Florida 32819 to furnish and install an eight monitor video wall at the Leesburg Electric Utility operations and dispatch center pursuant to Invitation to Bid 130341.

 

             THAT this resolution shall become effective immediately.
