Subject:                      Resolution authorizing a Modified Assistance Agreement with the U.S. Department of Energy for the Smart Grid Investment Project No. DE-OE-0000236.

 

 


Staff Recommendation:

Staff recommends approval of the modified Assistance Agreement with the U.S. Department of Energy (DOE) for a Smart Grid Investment Grant (SGIG). Project implementation shall not exceed forty-eight months.    Data collection and reporting activities are to continue an additional two years.  The period of performance for data collection and reporting activities will be from May 14, 2010 through May 13, 2016.

 

Analysis:

In a letter dated April 18, 2013, staff requested that DOE favorably consider granting the City of Leesburg a no cost extension of twelve months to deliver all the SGIG project elements contained in our original grant application and subsequent Project Execution Plans.  The additional time is needed to properly plan, test, pilot and administer the customer facing technologies including integration of the back office systems to support integration of the new optional time differentiated rate plans, the customer web portal and the significant amount of customer information and education that will be required to make the project a success.

 

A revised project budget detail was prepared and provided to DOE.  The revised budget total is $19,497,635.00 with the government share of $9,748,812.00 and Leesburg’s cost share of $9,748,823.00.  The total revised project budget and the Leesburg cost share are $10.00 higher than the original project budget submitted on August 6, 2009.

 

 

Options:

1.  Approve the Agreement with the U. S. Department of Energy as presented; or,

2.  Such alternative action as the Commission may deem appropriate

 

Fiscal Impact

Leesburg’s share of the total project cost is $9,748,823.00.  This amount is $10.00 over the previously approved Leesburg cost share of $9,748,813.00.

RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A MODIFIED ASSISTANCE AGREEMENT WITH U.S. DEPARTMENT OF ENERGY FOR THE SMART GRID INVESTMENT PROJECT AWARD NO. DE-OE-0000236; AND PROVIDING AN EFFECTIVE DATE.

 

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

 

            THAT the Mayor and City Clerk are hereby authorized to execute an agreement  with the Office of HQ PS (HQ), U.S. Department of Energy, Office of Headquarters Procurement, whose address is MA-64, 1000 Independence Ave., S.W., Washington, DC 20585 for the Smart Grid Investment project.

 

             THAT this resolution shall become effective immediately.

 

PASSED AND ADOPTED by the City Commission of the City of Leesburg, Florida, at a regular meeting held the 10th day of June 2013.
