Subject: Resolution authorizing execution of an FDOT Joint Participation Agreement (FDOT FM NO. 433950-1-94-01), for the purpose of securing State funding to be used in clearing obstructions from the approaches to Runway 03 and Runway 31 at Leesburg International Airport.
Staff recommends approval of Florida Department of Transportation (FDOT) Joint Participation Agreement (JPA) NO. 433950-1-94-01.
Approach standards for Runways 03 and 31 require that the Approach Slopes for both Runways be kept clear of all natural and man-made objects in order to maintain a minimum 20:1 slope ratio. Based on the latest Airport Inspection completed by personnel from the FDOT Aviation Operations Office, the slope ratios were determined to be 0:1 due to vegetation growing in the Approach areas. In addition, pilots have reported extreme difficulty observing approaching aircraft from the Taxiway Alpha and Kilo hold short bars while preparing for departure as a result of vegetation obstructing their view. Lastly, the Air Traffic Control Tower staff has pointed out to Airport Management that their view to the east run-up area off Taxiway Alpha is obscured by vegetation. To adequately provide for the minimum approach slopes and to remove any visual obstructions of approaching aircraft or aircraft operating in the east Taxiway Alpha run-up area, specific identified areas will need to have existing vegetation cleared or lowered below the affected glide slopes (to ground level in some instances).
The proposed project includes clearing, topping or lowering all vegetation that is necessary to maintain the appropriate Approach Slopes and Runway Safety Areas, and all vegetation that obstructs pilot’s views of both Runway ends. The project will also include re-opening a line-of-sight from the ATCT to the east run-up area off Taxiway Alpha. The work will consist of mulching or topping the upper portions of the vegetation with no removal of the vegetation root system anticipated due to Water Management District permitting restrictions.
1. Approve the resolution authorizing execution of the JPA; or
2. Such alternative action as the Commission may deem appropriate.
The anticipated cost of this project is $27,800.00. Sufficient funds are available in the Airport’s current Repair & Maintenance/Non-Buildings account (001-1821-542.46-25) to provide the City’s required match. The project funding breakdown is as follows:
· $22,240.00 - FDOT (80%)
· $5,560.00 - City of Leesburg (20%)

RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A JOINT PARTICIPATION AGREEMENT WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION TO FUND 80% OF THE COST ASSOCIATED WITH A PROJECT TO CLEAR OBSTRUCTIONS FROM THE APPROACHES TO RUNWAY 03 AND RUNWAY 31 AT LEESBURG INTERNATIONAL AIRPORT; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby authorized to execute a Joint Participation Agreement with the Florida Department of Transportation, whose address is: Special Projects Section – MS 524, 719 South Woodland Boulevard, Deland, Florida 32720, for State funding in the amount of $22,240.00 to be applied toward an obstruction clearing project at Leesburg International Airport.
THAT this resolution shall become effective immediately.
