Subject:                      Resolution authorizing execution of an agreement with Sanders Company to supply and install well station controller upgrades

 

 


Staff Recommendation:

Staff recommends approval of the execution of a supply and install services agreement with Sanders Company for nine well station upgrades for a total amount of $124,978.00.

 

Analysis:

The City of Leesburg uses a Combination Well Pump Station Control Panel with Supervisory Control and Data Acquisition (SCADA) Remote Telemetry Unit (RTU) to monitor and control the water wells.  All panels contain a SCADA Programmable Logic Controller (PLC) and color touch screen displays.

 

Two sites will receive new combination panels, in their entirety, with new factory tested panels with the following electronic components - PLC, Motor Circuit Protector (MCP) Breaker, Solid State Reduced Voltage (SSRV) starter, pressure transducer, radio, battery backup, antenna, antenna cable and programming/startup.

 

All other sites will receive a replacement PLC complete with the following panel accessories, PLC, Display, replacement I/O, battery backup, antenna, antenna cable and programming/startup.

The benefits of this project will be the improvement of the system’s integrity, avoidance of excessive maintenance costs, and reduction of the risk of a system-wide failure causing overflows and spills.

 

The primary reason for replacing the controls and or complete cabinets is because of the age of the equipment.  At wells 10 & 11 a complete upgrade to the starters and controllers which are currently obsolete is being accomplished. The current starters are from the 1960’s and the City has been fortunate to have been able to keep everything running.  Both sites are at and near the Rogers Park area and the Community Building entrance.  These locations are part of the high profile areas which are being considered for different types of future programs.

 

At the remaining sites, the current Siemens D-620I PLC’s are obsolete and new repair parts are no longer available.  Staff has utilized old spare units to keep the existing ones operational.  All of these sites are on the City’s potable wells which are used every day for drinking water and/or fire protection. These sites are critical and need to be functioning at all times, as well as, avoiding compliance issues with numerous regulatory agencies.

 

On April 24, 2013, the Purchasing Division issued Invitation to Bid number 130301. On May 23, 2013, the City received only one bid response.  A responsive and responsible sealed bid was received from the Sanders Company for a total amount of $124,978.00.  It is believed only one bid was received due to the nature of the specialized equipment required by the specifications.  The specifications required specific programmable logic controls manufactured by Sci-Trol (Sanders Company is the licensee for this area) or the Rockwell Company.

 

Water Plant operations staff has advised that based on previous purchases the bid prices provided by Sanders Company appear to be fair and reasonable.  Sanders Company has received prior contract awards for several successful past projects both as a prime contractor and subcontractor and is deemed a responsible contractor.

 

Options:

1.  Approval award of the bid and execution of the agreement with the Sanders Company; or

2.  Such alternative action as the Commission may deem appropriate

 

Fiscal Impact: 

Funds for this project have been specifically budgeted for and are available from the water Renewal and Replacement (R&R) funds.

RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH THE SANDERS COMPANY TO FURNISH WELL STATION CONTROL PANEL AND LIFT STATION UPGRADES FOR THE PUBLIC WORKS DEPARTMENT AT NINE  SITES FOR A TOTAL COST OF $124,978.00; AND PROVIDING AN EFFECTIVE DATE.

 

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

 

            THAT the Mayor and City Clerk are hereby authorized to execute an agreement with SANDERS COMPANY whose address is 2816 SE Monroe Street, Stuart, FL 34997 to furnish well station control panel and lift station upgrades pursuant to Invitation to Bid 130301.

 

             THAT this resolution shall become effective immediately.
