Item No: 2.A.1.

Meeting Date: August 1, 2013

From: Raymond S. Sharp, Interim City Manager

Subject: Approve Workshop in November, 2013 to evaluate options related to Fire Department operations

Staff Recommendation:

Staff recommends that Commission direct staff to schedule a workshop in November for the purpose of considering possible options relating to Leesburg Fire Department operations. This will provide time for staff to adequately research and present two key options: 1. Merge the Leesburg Fire Department with the Lake County Fire Department; and, 2. Join with the cities of Mt. Dora, Tavares, and Eustis in a Fire District.

Analysis:

It has become apparent that any changes in the Fire Department that involve other agencies cannot take place until Fiscal 2015, at earliest. Since this subject was first discussed in budget workshops on July 15, and again on July 23, another option that of joining with the initiative put forth by adjacent cities to form an independent fire district has come to my attention as worthy of further consideration.

On the latter point, those cities will have a summit meeting in October to further discuss the matter. I think that it would be prudent for the City Commission to consider this option, as well. In part, this is the reason for delaying a workshop on this subject until November.

Options:

1. Motion for approval to direct staff to schedule a commission workshop in November to discuss options related to Leesburg Fire Department; or,

2. Such alternative action as the Commission may deem appropriate.

Fiscal Impact:

None, in FY 2014.
