Item No:                    2B.

Meeting Date:           August 1, 2013

From:                          Raymond S. Sharp, Interim City Manager

Subject:                      Approve addition of Athletic Supervisor as Budget-Neutral action

Staff Recommendation:

Staff recommends the addition of a third Athletic Supervisor position as a budget-neutral action with no increase in cost to the General Fund.

Analysis:

With their existing programs, the two existing Athletic Supervisors do not have time for additional workload associated with expansion of the usage of Sleepy Hollow, tournaments, expansion of programs, etc.  The addition of the third position will allow management to focus on these specific goals and seek to increase the utilization of Sleepy Hollow.

All athletic supervisors will establish work plans and monitor progress and measure results to ensure the success of all programs and expansions at all of the city’s athletic complexes.

Funding for this position is possible as a budget neutral action because the positions currently held by Dann Herrin and Carol Janik are now partially allocated to the Workman’s Comp and the Health Insurance Funds, which has not been done previously, but should have.  This provides adequate funding to add the Athletic Supervisor position as a budget neutral action.

Options:

1.  Approve addition of third Athletic Supervisor position as budget-neutral action in FY 2014; or,

2.  Such alternative action as the Commission may deem appropriate .

Fiscal Impact:

In FY 2014, the allocation of certain personal services costs to the Workman’s Comp and the Health Insurance funds will allow the addition of this position as a budget-neutral action, with no increase in cost to the General Fund.
