Internet Use Policy and Guidelines
This policy applies to all users of Leesburg Public Library computers or networks.
If you have any questions about the policy or what it means, please contact a
librarian for more information.
Purpose
To fulfill our mission, Leesburg Public Library provides access to a broad
range of information sources, including those available through the Internet.
Leesburg Public does not monitor and has no control over the information accessed
through the Internet. The Internet offers access to many valuable local, national,
and international sources of information. However, not all sources on the Internet
provide accurate, complete, or current information. A wise patron evaluates the
validity of the information found. Restriction of a child's access to the Internet
is the responsibility of the parent or guardian; the Library does not have the
right or the responsibility to act in the place of parents.
Because workstations at located in public areas, what you view is not private.
Please be considerate of other library users and refrain from displaying materials
that they might reasonably consider objectionable.
In accordance with Florida Statutes, Chapters 847.011 (1)a and 847.0133 (1)
displaying obscene materials to minors or printing such materials is a violation of
the law and could result in penalties up to and including imprisonment.
Responsibilities of Users
Supervising children's use:
Parents: please be warned that there are a number of
materials and sites on the Internet that display pornographic, violent, or otherwise adult information.
It is the Library's policy that parents or legal guardians must assume responsibility for deciding
what library resources are appropriate for their children. There will be some resources which parents may
feel are inappropriate for their children. Parents should let their children know if there are materials
which they do not want them to use. Parents should supervise their children's Internet sessions.
Choosing and evaluating sources
The Internet is a global entity with a highly diverse user population and information content. Library
patrons use it at their own risk. The Library cannot censor access to materials or protect users from
materials they may find offensive. The Library does not monitor or control information accessible
through the Internet and does not accept responsibility for its content.
As with printed information, not all sources on the Internet provide accurate, complete, or current information. Users should
evaluate Internet sources just as they do printed publications, questioning the validity of the information provided.
Rules governing use
Time limits on use will be governed by patron demand; please respect time limits imposed as a courtesy to ALL users.
Users may not:
- Use the workstations to gain access to the Library's networks or computer systems or to any other network or computer system.
- Obstruct other people's work by consuming gratuitously large amounts of system resources or by deliberately crashing any Library computer system.
- Make any attempt to damage computer equipment or software.
- Make any attempt to alter software configurations.
- Make any attempt to cause degradation of system performance.
- Use any Library workstation for any illegal or criminal purpose.
- Violate copyright laws or software licensing agreements in their use of Library workstations.
- Engage in any activity that is deliberately and maliciously offensive, libelous, or slanderous.
- Install or download any software.
Violations may result in loss of access. Unlawful activities will be dealt with in a serious and appropriate manner. The Library
staff reserves the right to discontinue any session immediately if it is deemed appropriate to do so.
When the Library does not own the material a patron wants, the material can often
be borrowed for the patron from another library. You will need to have a borrower's
card to request interlibrary loan service.
Books by Mail service is available for the Lake County Library System. You are eligible to receive Books by Mail
if you have a library card in good standing from any of our 12 libraries. Books by Mail service is available
for all books or audiobooks except 7-day loan books.
How do I request an Interlibrary Loan?
Interlibrary loan request forms are available at the Reference Desk. The
library needs the following information to request books: your name, address,
phone number(s) or email address, library card number and the author and title
of the book. When you have a completed form, bring it to the Reference Desk.
If you need assistance in filling out the form, please see the Reference staff.
Interlibrary Loan is not a fast process. It may
take 3 to 4 weeks for us to receive the item or to find out we cannot obtain
it for you. Even if another library owns the book, we may not be able to get
it for you. It may be checked out to another patron, missing from the shelf,
or reference material that does not circulate. We will do our best to
get what you want, but there are no guarantees.
Are there charges for the service?
Leesburg Public Library does not charge you for requesting Interlibrary Loans.
However, if the loaning library requires fees for photocopies, microfilm, etc.,
you are responsible for them. If an Interlibrary Loan is overdue, there is a $1.00
per day per item charge. If an Interlibrary Loan is damaged or lost, you are responsible for all charges
levied by the loaning library.
What can and cannot be borrowed?
Many books and photocopies of articles from magazines can be borrowed. However, high
demand books (such as those published in the last year) may not be available. Old, rare
volumes that are generally found in reference collections are not loaned. Videos and CD's
are not available. Any material owned by Leesburg Public Library, but checked
out or in reference, cannot be requested.
Genealogical material is sometimes available through
several sources, some of which require prepayment. Rare books and
genealogies that are primarily in reference collections will not be available,
but we may be able to tell you who has them.
The circulation department will make an attempt to call you at the number you provide.
If they cannot leave a message on an answering machine or with someone in the house,
they will send you written notification that your item is here.
How long can I keep Interlibrary Loans?
The library loaning the material specifies the date
it must be returned. Leesburg Public Library must have the item back to
the loaning library by that date or possibly forfeit our lending privileges.
This due date may only be a week or two after it is received, so pick up
materials as soon as possible after you are called. Photocopies do not have to
be returned.
Interlibrary loans cannot be automatically renewed. Some libraries will not allow our
library to renew materials. If you think you may need to have an item renewed, contact
the library about one week before it is due. We will then check to see if we can renew it for you.
