Purchasing Policies
On July 23, 2012 the Leesburg City Commission adopted a new Local Vendor Preference
Policy that applies to sealed bids $25,000 or greater. A two tier Local Vendor classification
has been defined as follows:
Tier I Local Vendor – A Local Vendor located within the City of Leesburg
city limits or a customer of a Leesburg Utility.
Tier II Local Vendor – A Local Vendor not meeting the requirements of a Tier
I Local Vendor but located within a 20-mile radius of the intersection of 14th and
Main Street
Local Vendor Preference is awarded as follows:
Tier I Local Vendor - Under a Competitive Solicitation, the City may give
a preference to a Tier I Local Vendor in the amount of five percent (5%) of the
bid price or $25,000, whichever is less.
Tier II Local Vendor - Under a Competitive Solicitation, the City may give
a preference to a Tier II Local Vendor in the amount of two percent (2%) of the
bid price or $10,000, whichever is less.
